The necessity for the same has been recognized by the -----

government in as much as the Hend of the Department receives -----

annually the sum of 2150 as Duty. Pay.

In other Departments this allowance varies from

per annum.

I beg to submit that the expenses of junior educational

officers have incressed correspondingly with those of the Hand of

the Department, and are not less than the expenses of other

Departmental officers who, in addition to Duty Pay, enjoy all the

priveleges which have been granted to teachers.

It has been advanced in reply to an application forwarded

from queen's College in June 1914, that masters are allowed to ----

supplement their salaries by private tuition. This is equally true

of other Departments and I am confident that none would undertake ==

extraneous work if salaries were considered adequate.

Some of the extra tuition undertaken by masters e.g. Technical

Institute work, could not be accomplished efficiently by any one sise

In itself, the concession recognizes the inadequacy of the ---

salaries paid.

Promotion outside the Colony seama barred, for although nanes

have been repeatedly submitted in response to Gavermant Circulars

not one case has occured during the last 13 years.

I know of no other place wher. Headmasters are placed upon ***

the same souls of salary as assistant Teachers,
